Reform 1.1: Taxes and Donations. I would like to impose a Sewage tax on Households to cover all expenses for Reform 1.8. I would like to impose a 5% tax on all trade. I would like to impose a 3% tax on exports. I would like to impose a 3% tax on imports. I would like to impose a compulsory donation by all Nobles of 5% of their wealth into the nations coiffers. They are to be told the money will be used to support the military mobilisation as they prepare for war, it is to be implied that this war will be with Illian.
Reform 1.2: The System. The current Law system in Tear is wrong, as such I would like to make it possible for commoners to prosecute lords and ladies as well as the other way round. I would like to redistribute the wealth of the rich, however that will be a longer process.
Reform 1.3: Military Schools. I would like to create military schools where the best young soldiers and officers are sent to learn tactics etc. I believe 1 school that can accomodate 400 people should suffice. The school will need librarians, tutors, chefs, maids and a few officers to keep the place in check.
Reform 1.4: Military Organisation. I would like to create a report of the best military minds in the army and have it presented to me. The report should be set out to recomend people for the positions of: 1 Captain General 6 Lieutenant Generals, 2 for Horse and 4 for Infantry 24 Banner Generals, 8 for Horse and 16 for Infantry The other officers will be organised by those found for these posts.
Reform 1.5: Other Cities. I would like to scrap the laws limiting a towns expansion and banning being placed downstream Tear.
Reform 1.6: The Great Library of Tear. I would like to create a Great Library where the great minds in the nation, and others can come and gain money for their inventions. The libraries should hold laboratories and experimental rooms.
Reform 1.7: Clearing of the lower town. I would like to hire people to clear the mud from the lower, poorer, parts of Tear(city) and whilst this is going on roads or paving should be placed in their stead. They should have a camber with gutters at the sides of the road taking the water into the river.
Reform 1.8: Sewage. I would like to create a sewage disposal firm. They will go round and collect sewage from houses and take it to a facility outside of the city. This facility will then basically dump the sewage into the delta. The extensive reed beds should filter out the filth leaving the water clean for fishing etc.
Reform 1.9: Scouting for ores and precious materials. I would like to send scouts out to do an extensive search into the spine of the world just to the north of Godan. They are to look for any possible veins of ores, precios metals or signs of gem stones. They should not travel to far into the mountain range, perhaps just two or three days to see if its viable.

The Nobles accept that it will be used to muster arms for war with Illian, no loss of support.

Reform 1.7: Clearing of the lower town. The project costs you 10,000 gold marks and takes 2 months to complete. However trade and living conditions increase, along with your popularity amongst the commoners. Trade bonus of 750 gold marks per month, population growth rate +0.5%.
Reform 1.8: Sewage. Done, quality of life in the poorer areas of Tear increases, Popularity is increased among the commoners, population growth rate +0.5%.
Reform 1.9: Scouting for ores and precious materials. You find signs of one possible ore vein and one precious metal vein.
Overall: population growth rate +0.5%. public popularity by 20 points +9000 gold marks a month. +28,500 gold marks. In 1 month: +2000 gold marks a month In two months: +750 gold marks per month, population growth rate +0.5%.

Ths is just a notice to say that I will allow you another 2 days before I start to subtract the armies pay from your income. You will need to raise an income of perhaps 80,000 gold marks to cover it. Cheers Admin

There will be a general household tax of 5%. There will be a tax of 10% of the wealth of all Noble Houses for every change in the head of house.
Reform 2.2: Minimum Wage. To reduce the abuse from the rich to the poor I would like to impose minimum wages for basic labour, professionals etc.
Reform 2.3: Immediate mining. I would like to open up mines on the two veins mentioned on the previous reform. There will need to be a local mining village, then the metals excavated will be transported down to Godan for trade.
Reform 2.4: Repopulation. I would like to start increasing farming in the Plains of Maredo and towards Far Madding. To do this offer financial help in setting up the farms, Land will be free. A banner of Horse is to be sent to patrol and protect new farms being started.
SIDE NOTE: Tear is one of the richest nations in the Westlands, due to Tear being the third largest port in the Sea of Storms. However at the moment I can only utilise funds from imposing taxes. Shouldn't there be an automatic income to Tear or something to represent the amount of trade. Otherwise I cannot see how I can generate 80,000 gold marks to pay for the army, let alone expand anywhere. Surely it would be better just to not have to pay for the army and to negate the trade coming into the city?

Some farmers take your offer, over the next 2 months your borders increase by upto 3 leagues into the Plains of Maredo and upto 5 leagues towards Far Madding. Illian are unimpressed by this growth a post a small armed force near their border. Generates revenue of +250 gold marks per month.

If you look at the taxes you have available to bring in then there is pleanty to work with. The only difficulty you will face is getting the money away from the nobles without them causing a rebelion.
Overall: +43,750 Gold marks per month. Borders in the west increase. Popularity with commoners stays the same (I can't place a score above 100 but at the moment your there!) Popularity with Nobles decreases further, rebellion is a serious threat.

Increase inheritance tax to 25%. Increase imports tax to 8%. Implement a Road tax of 1 gold mark per 100 users over 1 league distance. Implement a 15% tax on the income of all horse transactions. Implement a 15% tax on the income of olive farms.
Reform 3.2: Efficiency. I would like a report to see if there is any way to make the armed forces into a more efficient force (use less income for the same combat effectiveness).
I would also like reports into where the most effective places to raise taxes to generate income would be.

If you were to transform your infantry into a combination of armoured pikemen and crossbowmen your infantry could opperate at 70% its current size and have the same combat effectiveness.
I would also like reports into where the most effective places to raise taxes to generate income would be. The Nobles still hold the majority of the wealth of the nation, however it is difficult to get to. Other areas of wealth are the new mines in the east, the olive farms, the taien horse farms and the grain production.
Army wages: 40,000 troops: -85,000 gold marks per month. (including officers, fletchers, blacksmiths, carpenters and masons.) 30,000 horses: -30,000 gold marks per month (including trainers and stable boys).
Overall: -40,950 gold marks per month Population happiness -5 points.

Reform 4.1: Organising the Army part 2. I would like to hire 20,000 more units of infantry, to be kitted out as specified in the military section of my personal page. I would like to sell 10,000 horses and reduce my cavalry supplement of the army to 15,000 units. The officers should have a regig to keep the same number of banners. This will mean that with the above 20,000 new infantry I should have a total of 45,000 Infantry and 15,000 Cavalry.
Reform 4.2: Taxes. I would like to impose a tax onto Grain profits of 15%. I would like to impose a tax onto the metal mines profits of 15%.
Reform 4.3: Navy. I would like to begin the construction of enough boats to carry the army. They should have draft hulls and be capable of beaching to allow fast exit of troops.
Reform 4.4: Siege. I would like to begin construction of perhaps 20 trebuchets and catapults.
