Reforms for Valhalla.
1.1 Taxes: Household Tax 10% Trade Tax 5% Road Tax 5% Import Tax 3% Export Tax 5%
1.2 Military: Offer Jobs with extra gold incentives for Blademasters, Veterans, Blacksmiths, Fletchers and Horse trainers. Not just in my area send people to neighboring areas as well. Setup a draft in my area. Build barracks and stables for my troops and their horses. In each of my 3 towns. Build training grounds for the soldiers. Have my soldiers begin a vigorous training regiment. Have any existing weapons and amour donate or bought for stockpile. And put into the Armory. 1.3 Banner: Have a banner made which consists of 2 swords crossed before the Sun on a blue background.
1.4 Production: Have shops/storehouses built to produce and store our trade products easier and more efficiently.
1.5 Exploration: Send a group of explorers/ miners into the mountains to look for veins of metal or other useful materials.
1.6 Holiday: Have a new Holiday added to have a large celebration for the people.

Reform 1.1: Taxes Household tax yields 1250 gold marks per month Trade Tax yields 500 gold marks per month Road Tax (using a % wont work here, If I say 1 gold mark for every 100 people travelling the roads?) yields 30 gold marks per month Import Tax yields 300 gold marks per month Export Tax yields 600 gold marks per month Population Happiness decreases 7 points Minor amounts of trade moves away, -50 gold marks per month
Reform 1.2: Military I think I got you confused, a draft army is just men you can call on to fight at a sort of last resort, they are required to work most of the time as farmers or shepherds. Also is your draft to attract people from your nation into the armed forces? However: Incentive works, you gain two blademasters and have another one already in your nation that signs up. Cost to maintain is 45 gold marks per month. However you have proper tutors now. 10 veterans come to your nation, cost to keep them is 100 gold marks per month. You also attract 2 blacksmiths, 3 fletchers and 3 horse trainers, in total these cost 40 gold marks a month to maintain. Three barracks and three stables (you currently have no horses though) are built. costing 150 gold marks aand taking a week to construct. The barracks also hold your blacksmiths and fletchers giving them workplaces ontop of that. Weapons are gathered and stored in each of the villages armouries. (enough equipment for 75 soldiers). costs 10 gold marks (most is donated).
Reform 1.3: Banner. Done, improves morale and public happiness by +1
Reform 1.4: Production. Storehouses take 1 week to produce costing 15 gold marks. Food stuffs and other produce are now stored and guarded. Increase in product output meaning +75 gold marks a month.
Reform 1.5: Exploration Explorers are sent, they take 2 weeks to come back but have spotted what could be a stone quary, perhaps a small gold vein and an iron ore vein. (these are all situated perhaps 3 days travel into the mountains).
Reform 1.6: New Holiday The New Holiday is formed, every year there is a massive celebration remembering the founding of Valhala. costs 50 gold, public happiness bonus of +2
In total: 2520 gold marks per month Population Happiness decreases 4 points -225 gold marks
