Reform1.1: Defenses. I would like to build a palisade and embankment around each of my villages.
Reform1.2: Naming the Capital. The Capital shall be the village in the middle of the three. It shall be called Rovar.
Reform1.3: Taxes. There will be a house hold tax of 5% per month. There will be a trade tax of 5% of any transaction.
Reform1.4: Horses. I would like to build a stable capable of housing 50 horses in the capital. I will now conviscate any horses that are capable of battle, compensation will be given to the owners. I would then like to purchase a further 20 horses and hire a few stable boys to look after them.
Reform1.5: Barracks. A barracks is to be built in each village. In the capital it should be able to house 50 men, in the other two villages they should be able to accomodate 25 men each.
Reform1.6: Creating a Standing Armed Force. 50 men are to be drafted into a new military order. They are to be equipped with whatever equipment is in the armoury. If there is not enough then the national coiffers will pay for one leather jerkin, one horse bow or hunting bow and enough arrows to use along with one melee weapon. These can either be traded for down at Whitebridge or produced in the towns. These men will train whilst the pallisades are being constructed. Once done they will then leave guards at each village, whilst the rest patrol the surrounding farms and houses on horse back.
Reform1.7: Amoury. All weaponry and armour is to be made a note of. Things like swords, helmates, shields, spears, poleaxes etc. are to be gathered and stored in an armoury in the capital. Hunting bows are exempt from this rule, along with other tools of the trade.
Reform1.8: Scouting. I would like to know of the nearest villages and their details. Then emissaries are to be sent to them inviting them to join the treaty. Also all bandit parties in the area should be made a note of and scouted for activity, size, mobility etc.
Reform1.9: A new banner. A new flag will be produced for the nation. It shall depict three black bulls on a background of yellow. The flags are to be hung at avery village. When the pallisades are built there needs to be a flag on each gate and one large flag at the village centre.
Reform1.10: Preparing the Draft Army. All men will need to congregate at the capital every other sunday to practice bow skills and hand-to-hand combat skills. Along with this they will practice general drill and battlefield tactics.

Reform 1.1: The pallisades will be put in place. Wood is found from trees surrounding the villages. Along with the Stable and Barracks work is done by whole town and finished in 1 week. loss in production -1 gold mark.
Reform 1.2 and 1.9: Provides morale bost to citizens and armed forces. +5 population happiness.
Reform 1.3: First tax brings in revenue of 75 gold marks per month (50 houses per village, take average income to be 10 gold marks per month then 5% is 25 three villages means 75). Tax on trade brings in another 50 gold marks per month. -5 population happiness
Reform 1.4: Stable costs 5 gold marks to produce. Stable lads cost 2 gold marks each per month. 5 horses are fit to be ridden, compenstaion came to 10 gold marks. Cost of 20 further horses was 40 gold marks. 1 week to construct.
Reform 1.5: Barracks cost in total 10 gold marks (buildings don't need to be as big as the stables). 1 week to construct.
Reform 1.6: You now have a basic standing army of 50 men with 25 horses available for use. In total they cost 100 marks for the men per month, and 25 marks to maintain the horses per month. At the moment they have basic training and reasonable armourment. loss in production of 20 gold pieces per month (only a few were professional craftsmen, but their apprentices have moved to other villages to learn the rest of their craft). Costs another 20 gold marks to kit them out.
Reform 1.7: Done, no compensation required.
Reform 1.8: There are 4 villages within two days ride of you. Three are situated in the black hills to the north (of these 2 have populations of 150 and the other has a population of 250). The other two are situated west towards the Arinelle river. 1 is about a days ride north of the Andoran border and has a population of around 300 people, the other is two days north of the border and has a population of nearly 250 people. Emissaries have been sent and all the villages seem keen to join the treaty. The town councils of each town will be arriving at your capital in 2 days time to talk terms. Please write your terms under your nations board.
Reform 1.10: It is organised, you can now call on a regular army of 50, and a draft army of 175 men, who are competant archers, but lack the equipment to fight in hand-to-hand effectively.
In Total: -76 gold marks -22 gold marks per month

Reform 2.1: Taxes Up household taxes to 20% Up trade taxes to 20%
Reform 2.2: Defense The 5 new villages are to all build small baracks and pallisades.
Reform 2.3: Horses look through the 5 new villages for any decent horses, these are to be conviscated, compensation to be paid, and brought to the army stables.
Reform 2.4: Armoury All uneeded battle equipment from the 5 new villages is to be collected and moved to the capital.
Reform 2.5: Increase standing army I would like to hire another 90 men for traaining into the army. Again equipment should be bought for them etc. Thats all for now thanks!

Reform 2.1: 20% household tax brings in 900 gold marks per month 20% trade tax brings in 600 gold marks per month -30 population happiness
Reform 2.2: Barracks and pallisades will take 1 week to build, loss of production means -2 gold marks. Barracks cost 15 gold marks in total.
Reform 2.3: Gathered 10 more horses, compensation due was 15 gold marks. horses will use up 10 gold marks per month.
Reform 2.4: Done.
Reform 2.5: Cost of hire is 180 gold marks per month. Cost to kit out is another 40 gold marks.
Overall; +1308 gold marks per month -30 population happiness -70 gold marks

Reform3.1: Exploration. I would like to scout for any ore, gem or precious metal viens in the hills to the north of Rovar. I would also like to sout for any stone quaries there.
Reform 3.2: Advertise for specialists. I would like to advertise for any war veterans, blademasters, blacksmiths, fletchers, horsetrainers, miners and stonemasons. They will be paid well for their work and will receive lodging and food. They will become citizens of the nation though, and must be willing to fight in defense of the nation.
Reform 3.3: Improve farming. There is alot of flat land around the river areas and plains that must be perfect for farming. I would like to entice citizens from outside our bourders to come and farm there.
Reform 3.4: Expanding frontiers. I would like to send out messengers to all villages north of Andor and within a weeks travel to inform them of the treaty and their opportunity to join it. They will meet at my capital with their village council if they are interested in two weeks time. ( I am assuming that the population density will decrease the further north you go).
Reform 3.5: Public Holiday I would like to introduce a public holiday to celebrate the dawn of this new treaty and the beginning of what will surely be the great nation of Columbia!
Reform 3.6: Filling the Armoury I would like to comission the construction of 300 spears, 300 wooden shields and 300 short handled axes for melee fighting.
Reform 3.7: Extend the Barracks. I would like the Barracks at the capital to be extended to be able to occomodate 100 men, with this extension should be workshops for the blacksmiths and fletchers. Another Armoury should be built as well to accomodate the weapons being produced. This will mean that the total barracks capacity in the nation will be (1x100) + (7x25) = 275 men.

Reform3.1: Exploration. You find three substantial stone quarries but no ores or precius stones.
Reform 3.2: Advertise for specialists. You manage to attract the attantion of 3 blademaster, 10 veterans, 2 blacksmiths, 3 fletchers, 2 horsetrainers, 5 miners and 3 stonemasons. However you needed to provide decent salaries to attract them, the breakdown is as follows: Blademasters: 3 x 15 gold marks per month Veterans: 10 x 10 gold marks per month Blacksmiths: 2 x 5 gold marks per month Fletchers: 3 x 5 gold marks per month Horsetrainers: 2 x 5 gold marks per month Miners: 5 x 5 gold marks per month Stonemasons: 3 x 5 gold marks per month Overall: 220 gold marks per month
Reform 3.3: Improve farming. You are able to entice 10 new families to uptake farming in these areas. Cost of enticement is 100 gold marks, however you gain 25 gold marks per month through taxes.
Reform 3.4: Expanding frontiers. There are 12 villages within a one week travel from your capital. They all agree to come and meet you. If you could post what your demands are on your private board, then the negotiations can begin.
Reform 3.5: Public Holiday cost of public holiday is 50 gold pieces, Population Happiness +2
Reform 3.6: Filling the Armoury 300 spears costs 100 gold pieces to produce. 300 wooden shields costs 60 gold pieces to produce (what is the style of these shields?). 300 axes costs 150 gold pieces. The production takes the best part of two weeks to produce.

O.K then; Reform 4.1: Start a Quarry I would like to use 2 of the stonemasons and all of the miners to open a new stone quarry (preferably the one closest to nearby towns). If they have to travel to far then set up buildings and a pallisade defense and dispatch 10 Soldiers to guard. The stonemasons are to work on the stone at the quarry site. I would also like to advertise to gain perhaps 10 apprentices (2 stonemasons and 8 more miners, wages for apprentices will be 1 gold mark each, then 5 if they make it to a professional level).
Reform 4.2: A dock for Rovar I would like to build a new dock on the river Haevin next to Rovar. It will need to be long enough to accept small river barges to move grain and stones for trade. There will need to be pullies and other equipment to help with loading and unloading.
Reform 4.3: A new Masons business I would like to purchase 20 oxen 20 carts. These are to be used with the quarry to carry the slabs where they are needed.
Reform 4.4: Creating Roads Whilst the docks are being built I would like to pave the roads in the Columbia. To do this will require to first dig down about a span, then make a layer of small rocks, then coarse gravel ontop of that will be a finer gravel then some sand then slabs of stone as the top. The roads should have a camber as well to move water to the sides of the road. 1 of the stonemasons should oversee the work. The workers will be taken from different professions round the nation, in total this should be perhaps 50 men.

Reform 4.1: Start a Quarry The site for the new quarry is situated at least a days travel from the nearest village, hence a palisade and guards will be built, with buildings to house everyone. Overall the cost to start the operation will be 50 gold marks. You will be producing stone for use and trade, gains in trade and taxes generates 50 gold marks per month. Cost of apprentices is 20 gold marks per month for the next two months then 50 after that. When they are proffesionals you will receive an increase in output, gaining a further 75 gold marks per month.
Reform 4.2: A dock for Rovar Docks cost 200 gold marks to produce, will take 3 weeks to build. It will increase revenue (including tax gains) by 300 gold marks per month.
Reform 4.3: A new Masons business Cost is 30 gold marks, this ties into the revenue I gave in Reform 4.1, so there are no extra bonuses.
Reform 4.4: Creating Roads Cost of work is 1000 gold marks, the work will take 1 month to finish. However trade becomes quicker round your nation so there will be an increase in trade of 50 gold marks per month. Also your patrols can cover more area now, so pulic happiness increase of +4 points.
Overall: -1330 gold marks +30 gold marks per month In 3 weeks: +300gold marks per month In 1 month: +50 gold marks and +4 population happiness In two months +45 gold marks per month

Reform 5.1: Extending the stables. I would like to extend the stables to fit 100 horses, if any more stable lads / horse trainers are required then hire them.
Reform 5.2: Lances. I would like to comission the production of 100 lances for the cavalry units to use.
Reform 5.3: Increasing the military. I would like to further the military by conscribing a further 160 men. 30 men are to joing the Hawks of the Haevin, 30 are to join the Charge of the Caralain, whilst 100 are to form a new unit named the Iron of the Ivo. 5 veterans are to be recruited to lead the new division (the same set-up of command). The new set up will use 30 horses for each cavalry unit, 30 men for each archer unit and 20 men for each infantry unit. This will require the purchasing of 26 horses and 127 sets of kit. I will then reorganise how the distrabution of the armed forces should be on the militayr thread.
Reform5.4: A new Fortification. I would like to have a new town built in the middle of the nation. It will be named Latir, and will be the new Military centre for the nation. It is to be built on the top of a hill, and is to be set out with the main concern for defense under siege/attack. It should be able to house 800 civilians (300 levies plus families), then I would like 3 barracks capable of holding 200 men each, with a stable for 100 horses attached to each, and armouries for each one as well. There should be fletchers, blacksmiths, carpenters and masons workshops in the fortress. It is to be set out in wood for the moment, when the road network for the southern part of the nation is finished the workers are to move to the fortress and start building the fortifications in stone. The walls are to be built in a star pattern so that if any part of the wall comes under attack it can be supported by another section of the wall. There should be a keep in the centre along with a well for fires.
Reform 5.5: Northern Roads. Once the Fortress is finshed then the roads in the northern part of the nation are to be paved like those of the southern parts.
Reform 5.6: Clearing out the Bandits. I would like to train 300 levies for the next 3 months to guard the southern villages so that the Hawks of the Haevin can move north and eradicate the bandits in the northern areas. The 300 levies are to use the wooden equipment produced for them in Reform 3.6.
Reform 5.7: Taxes. I would like to introduce an Imports tax of 2% less than that of the Andorans. I would like to impose an Exports tax of 5%.
Reform 5.8: A bridge across the Haevin. To reach the villages on the Caralain Grass more efficiently is going to require a bridge. The Bridge is to be built across the river perhaps a mile north of the new docks. It should be tall enough at the centre to allow the majority of boats through. It is to be made of stone, 1 of the stonemasons from the quarries should come down to oversee the building of it.
Reform 5.9: Schooling. Schools are to built in every town where the children are to attend for a few hours each day (except the last two days of the week). The schools will need to be able to hold perhaps 50 children and have maybe 10 teachers (women preferably), at least 1 teacher will need to be a man to teach the boys the basic skills. They are to teach reading, mathematics, geography, history and modern cultures to all of them. Cooking, sewing and other possible trades will be taught to the girls, while the boys are taken for training in basic co-ordination and military skills. They are to attend from the age of 6 to the age of 16, when they will leave and get a job. The boys who show the most ability are to be highlighted to the military, they will be offered an initial bonus to their familly if they will enter the military.
Reform 5.10: Libraries. A small public library is to be built in each village where the population can take out a book to read for a few days then return it. Books are to be baught from anywhere, once enough are there to fill the shelves then that will be enough.

Reform 5.2: Lances. Costs 50 gold marks.
Reform 5.3: Increasing the military. Cost of recruitment is 320 gold marks per month for the men. 26 Horses cost 52 gold marks then a further 13 gold marks per month to maintain. Equipment costs 40 gold marks.
Reform5.4: A new Fortification. Initial cost for wooden fortification will be 350 gold marks. When built in stone it will cost 1500 gold marks. Will take a full 3 months to complete in stone.
Reform 5.5: Northern Roads. 1000 gold marks will take 1 month to complete. There will be an increase in trade resulting in a revenue bonus of +50 gold marks per month. The patrols will be able to cover further ground in the northern areas of the nation, population happiness bonus of +1. (Something that I didn't mention in the last mod is that your troops will now be able to march faster in response to invasion or attack etc.)
Reform 5.6: Clearing out the Bandits. 300 levies amount to a loss in revenue of 100 gold marks per month for 3 months.
Reform 5.7: Taxes. Trade increase through port. Hence increase in revenue of 150 gold marks per month. (cheaper for merchaants to offload goods on your soil than say at whitebridge, despite the loss in days for transport.). Generates a further 75 gold marks per month.
Reform 5.8: A bridge across the Haevin. This will cost 300 gold marks and will take 6 weeks to complete. (your quarry is already at maximum output). However you will be able to better patrol the villages on the Caralain grass and trade from there will be faster, therefore population happiness bonus +1 and increase in revenue of 20 gold marks per month.
Reform 5.9: Schooling. Schools cost 25 gold marks to produce. Then a further 200 gold marks per month to maintain. The general intelegence of your nation will begin to increase in future generations. Increase to revenue +50 gold marks per month in 6 months. The commanders in your armies will also become better in the future. Population happiness bonus +2.
Reform 5.10: Libraries. Libraries cost 10 gold marks to build, then in total 50 gold marks to buy the books. Population happiness +2.
Overall: -1892 gold marks to build Population happiness +6 -308 gold marks per month In 2 weeks: -1500 gold marks In 1 month: +50 gold marks per month In 6 weeks: +20 gold marks per month -100 gold marks per month for 3 months. In 6 months: +50 gold marks per month

Reform 6.1: Increasing population density. The Population density in the area where Columbia is not dense enough to sufficiently support a nation with aspirations to expand. As such I would like to send messengers out to farms and villages. They should travel as far as the Black Hills and the Braem Wood in the East. The offer is for anyone who would like to relocate into Columbian borders. They will receive help in setting up a settlement and will also receive military protection from the Columbian military.
They should realise that there are still bandits around and if they do take up the offer they should move quickly into the borders. Any people that take up the offer are to travel to Rovar, where their information will be noted before they are found a place to settle. The main purpose of this reform is to produce more villages along the road ways and increase the amount of farming of the land.
If I have the timing correct then the people who accept the offer should arrive around the period that the fortress of Latir is completed.

Reform 6.1: Increasing population density. Some of the messengers return saying that the general consensus is agreeable if you could provide military protection whilst they moved. A few closer villages and farms are willing to attempt the small treck. In total you should expect perhaps 1000 people to enter your borders in the next 2 weeks. It was estimated that there are in the order of 10,000 people living below the river Ivo in the area you specified, with a further 7-8,000 people living between the river Ivo and the border of Saldea.
In two weeks: +1000 gold marks per month. Population growth rate increases to +5%. Population happiness increases by +2.

Reform 7.1: New division. I would like to hire a further 100 men to create a new division in the army. A further 30 horses and kit is to be bought or made for them. competatn officers are to be found for them from the other divisions.

Population increase. With the influx of outlying villages into your nation you havehad to increase your borders and towns. There are a number of new villages all over the plains. Rovar now has a population of 2000 people, and spreads to both side of the river Haevin. Latir now has a number of farms etc. surrounding it. And the village situated on the bank of the Ivo named Ombar now has a popultaion of over 1000. The three villages to the north of your borders that wanted to be assured that you could provide military support are satisfied and willing to sign to your demands.
I'll try to get round to altering your basic stats as soon as possible.
